Otay Water District –
Jamacha Pipeline Project Construction Relations

In 2000, San Diego County’s second largest water district retained M+M to develop and implement outreach strategies to communicate with the Otay Water District's ratepayers, media and regional government. In addition to general communications for the District, M+M conducts the District’s construction communications for its Capital Improvement Projects. Most recently, M+M has worked in tandem with the District to communicate all aspects of project construction regarding a 5 mile pipeline installation in East County – The Jamacha Pipeline Project.

M+M developed and implemented a successful government relations plan to keep local elected officials, civic and business groups, as well as water industry leaders abreast of construction plans and progress. Visual communication tools including a newsletter, website (with continuous traffic updates and detour route options), construction route signage, project door hangers, Fact Sheets and FAQs, informational mailers, and in-the-field contact cards were developed and distributed to key stakeholder groups. Additionally, informational outreach meetings were held. Through a successful construction relations effort, community issues did not affect the project schedule and cost. Additionally, the project has received only positive media coverage in the San Diego Union Tribune, The San Diego Daily Transcript, The East County Californian and in East County Magazine.
